Fanfic idea: how Moff Gideon got idea for dark troopers and dark saber training

So right now I’m doing a crossover Star Wars and Rwby fanfic called Remnant Wars where now the empire has invaded remnant to hunt Jedi knight Ruby after order 66 and want the planets dust for weapons

Since I finished mandalorian season 3 I loved the dark troopers and moff but if got me thinking where he got the training and the idea?

My plan if this makes sense why not have empire make grievous corpse into a sith droid to hunt Ruby but it’s operated by moff Gideon and team controlled by inquisitors so that’s how he with a perfect memory recalls the droids moves and tech to recreat himself?
