Payment terms and cash flow advice

Hi, I am starting a new business as a sole trader and, long story short, I need to solve a problem with payment terms. I would need to pay a contractor the same day he finishes a job, but my clients usually have 15 to 30 days payment terms. As I am just starting I don't have the cash flow ready to advance money, so I need to find a solution.

I have thought about fractional invoicing, do you have any experience with that? Any help/tip is appreciated.

Savings for tax

I have set aside my tax money because I'm self-employed. I would like to know the options where I can invest the tax money in some savings, so that I can get good returns and make some money out of my tax money.What is the best ISA accounts and which banks can I sign up with that give good returns for minimum fees, so that I can use the money efficiently?Would it be wise to invest in a fixed ISA account?
