This will be Swain's new core item next patch (26.11)
IMPERIAL MANDATE REWORK NEXT PATCH [26.11]:
Now builds from Blasting Wand + Bandle Glass + 700G (2400G)
Grants 65AP, 15AH, 150% Base Mana Regen
Unique - Control: Grants Immobilizing Abilities an additional +15AH
Unique - Command: When you immobilize an enemy champion, apply 6% Vulnerable for 4 seconds (Vulnerable means they take % increased damage)
---------------------------------------------------------------------------------------
Last Swain rework siphoned a lot of power out of his R into his basic abilities and now the AP itemisation space is catching up to support Swain's utility-focused kit:
A more even distribution of power while focusing first and foremost on landing his E instead of Q cooldown and R1 with a focus on spell effects.
The 6% damage increase counts from ALL sources not just the champion with mandate, further investing on Swain's teamfighting identity
I personally suspect this item won't only be good for AP focused build paths like Mandate > Liandry > Zhonyas, but also more 'juggernaut' oriented builds like Mandate > Tank Items (Frozen Heart, Abyssal, Spirit Visage, Unending Despair), with Liandrys or Rylais being more optional.
This is one very important itemization fix: Swain will probably finally be able to build more tanky - juggernaut like items, ones he naturally wants to build after the 12.8 and 24.21 infinite ult reworks
- His damage won't be hitting as hard a ceiling (like with Malignance / BFT > Tank items builds), because of the way this new Mandate applies its 6% multiplier, has no Ratios or %AP multipliers in it
- He won't be having as much mana issues (compared to going something like Liandrys/Rylais into Tank items) thanks to the 150% mana regen stat new Mandate provides, so he can build tank items with a lot of haste with less fear of going oom. And a little extra side note here: with 30 Haste on his E he won't be missing any stacks like low haste juggernaut builds do (like Liandrys/Rylais into tank items)
---------------------------------------------------------------------------------------
Nonetheless my suspicion is this new Imperial Mandate rework will be a satisfaction win for ALL roles.
Looking forward to see how itemisation shapes Swain's kit satisfaction, having been a strong advocate for further investigation and a possible rework myself for years now. As I've stated in the past, the core problem I see right now can be boiled down to a single simple sentence:
Swain's current optimal effective range is too high, especially during R. He should want to be at people's faces.
If Riot can achieve fixing that with itemisation changes, I'm all in for that. I can't wait personally to try out as many tanky builds with Mandate as I can, to see if Swain with this new item can be the AP juggernaut his kit naturally aspires him to be.
