Billy's Superspeed Affects His Thinking Abilities?

If any of you guys have seen the movie We Can Be Heroes, you might know of the character Slo-Mo, who who is stuck in a time warp and appears to be moving at an extremely slow pace but is actually moving at such a high speed that it only looks like that.
And I thought, maybe Billy is like that, but in his mind. All of the Thundermans are very intelligent and all take turns coming up with a solution to a problem or help by adding in other ideas and counter arguments. And Billy is the only one not like that... Usually. All TV shows seem to have one exceptionally bright family member, one extremely dumb member and everyone else being extremely normal, but even though Phoebe is the top of everything in her class, Max is way smarter than her. But then so are the others in their own moments.
But then I started thinking about Billy's moment when he stood still for a moment to think of what the highest point in Metroburg was and his answer was 100% accurate, probably even considered photographic memory since he only looked at the sign once or twice. And then he had the idea of taking down Congnita instead of Chloe.
Maybe, when Billy actually has a time to slow down and think - or if his family is in danger - he also has the ability to prove he is as intelligent as the rest of his family? Maybe Billy moves so fast that he needs a moment for his brain to catch up?
Or maybe I'm just reading too much into it...
What are your thoughts on Billy and his brain power?
