Hi everyone,
I'm looking for advice on how to handle a serious situation. There is this TikTok user who lives in Canada and who has been harassing and bullying people in Somalia, mostly atheists and Christians, who are already a persecuted minority there. This guy moved from Finland to Canada, and he is a new immigrant there. He doxes and reveals their faces anyone he considers Kaffir or non-believer. And most of the time he asks and encourages people back home Somalia to harm this person. There is multiple people I know who effected, jailed and some of em even left their homes and fled to the neighboring countries because of his threats.
It is a shame such individual lives in Canada peacefully and practices his faith without anyone interfering yet he bullies and hurts people who are already in a not safe place.
I want to know the right, lawful way to report this. My questions is
1: Who in Canada should I contact? Local police, the RCMP, or the National Cybercrime Coordination Centre?

2: Does Canadian law cover online harassment or incitement when the victims are in another country?
How should I document the evidence (screenshots, links, dates) so it's useful to authorities?

3 Are there Canadian human rights or religious freedom organizations that help with cases like this?
Has anyone dealt with something similar, and what worked?
