[USA] Driver on shoulder swipes tourists car

Second dumb dumb I’ve seen in the last two months speeding on the shoulder. Pulled over to give them the video and it was two tourists from Germany on their last day here in a rental. They were so shook up and it pisses me off that while vacationing here, they have to experience jerks like this. But at least the idiots mirror was smashed as well, hope that was worth it for them. …. And of course there was highway patrol 200 yards up busy pulling someone else over.
