Dillon Guthrie is a Washington, D.C.–based attorney and policy advisor who specializes in financial services, technology, and regulatory law. Before joining DLA Piper as counsel, he held roles including counsel at the Federal Reserve Bank of New York and staff member for the U.S. Senate Committee on Foreign Relations. He has also explored emerging legal challenges around “unidentified anomalous phenomena” (UAP / UFOs) and how congressional oversight might evolve in that space, including publishing an article on UAP in the Harvard National Security Journal and helping co-author the UAP Disclosure Act.
Kirk McConnell brings 37 years as a professional staff member of the Senate Armed Services Committee, the Senate Intelligence Committee, the House Intelligence Committee, and the Select Committee on U.S. National Security and Military/Commercial Concerns with the People's Republic of China. During this time, Kirk oversaw various critical initiatives, such as establishing and advancing the cyber mission and leading national intelligence reorganization post-9/11. Additionally, he played key roles in Beyond Goldwater-Nichols defense reform, shaping microelectronics industrial base policy (including the CHIPS and Science Act), managing national and military intelligence programs, developing space systems, and overseeing information technology and systems, as well as Army and Marine Corps ground force programs.
Jordan Flowers is the Executive Director of Disclosure Foundation. He is also the CFO of Ontocalypse Productions, and has over 20 years of experience in finance, operations, and investing.

Hey everyone,
I wanted to create a space specifically for people outside the US to share how their countries are responding to everything that's been coming out lately regarding UAP disclosure and non-human intelligence.
I'm from Portugal, and honestly? The silence here is deafening.
Nobody seems to care. If I bring this up in conversation, people look at me like I just told them I believe the Earth is flat. The "tinfoil hat" stigma is still very much alive here, and it's frustrating when you're trying to have a serious conversation about something that is now being discussed at the US Congressional level.
Here's what gets me: if this exact news had dropped 10 or 20 years ago, people would have lost their minds. There would be mass panic, non-stop news coverage, governments scrambling for answers. But now? Collective shrug.
I'm not naive, I know we're not getting the full truth. Whatever they do tell us will be carefully filtered and probably mixed with half-truths. That's a given. But the complete indifference from the general public, especially outside the US, is something I genuinely wasn't prepared for.

Most of the PURSUE conversation has been about aerial UAP — the infrared blobs, the Greece video, the Apollo photos. But there's a parallel data story happening right now that I think deserves more attention on this forum.
The Enigma app — which describes itself as the largest standardized repository of anomalous sightings — has been tracking Unidentified Submersible Objects (USOs) along US coastlines. The numbers are hard to ignore. Out of roughly 30,000 total UAP sightings logged since the app launched in 2022, around 9,000 of them were reported within 10 miles of US shorelines or major bodies of water. They've released maps showing clusters of orange dots running up and down both coasts. California has nearly 400 reports. Florida has over 300.
USOs are defined as any object detected underwater that cannot be immediately identified or explained. Witnesses consistently describe the same characteristics: extremely high speeds underwater, sharp directional changes, and transmedium behavior — meaning they transition between water and air without slowing down or creating a splash.
The national security angle here is what gets me. Retired Navy Rear Admiral Tim Gallaudet put it plainly: the fact that unidentified objects with unexplainable characteristics are entering US water space and the DOD is not raising a giant red flag is itself evidence that the government isn't sharing everything it knows about all-domain anomalous phenomena. There's also a 2019 video of an object buzzing the USS Omaha before diving into the Pacific without a trace that keeps getting referenced in connection with this.
Here's why this matters right now: tranche two of PURSUE is expected around June 7th and is rumored to focus specifically on underwater encounters. If that's true, the Enigma data is essentially the civilian side of the same story the government is about to start telling.

Lieutenant Ryan Graves was flying training missions off the coast of Virginia Beach in 2014 when his squadron began tracking an object on radar that wouldn't move. When they got close enough for a visual — dark gray metallic cube, suspended inside a transparent sphere, no propulsion, no heat signature.
It passed within 50 feet of the lead aircraft.
They reported it every single day. For two years. The DoD said nothing.
In 2023, Graves testified before the House Oversight Committee under oath — the first active military UAP witness to do so. In 2026, the Pentagon released the file through war.gov/ufo.
The object remains officially unidentified.

Talk me off the ledge (Hybrid Theory)
I’m relatively new to all of this. For most of my life, I didn’t pay much attention to the topic. My basic view was: “Of course we’re not alone. Statistically, that seems likely. So what? Life is probably everywhere.”
But recently I started reading about hybridization theory and the idea that humanity may have been seeded here for purposes we do not understand. The possibility that much of what we believe about ourselves…as biological, spiritual, and historical beings…could be wrong has really shaken me.
Some versions of this theory even suggest that our religions may function as control or management systems, and that humanity itself may serve some larger purpose for a more advanced intelligence.
Then I heard Elizondo make a comment on a podcast along the lines of: “It’s happening. Spend time with your family and the people you love.”
Now I’m in a serious psychological funk. If this theory is true, I honestly struggle to imagine a more destabilizing scenario.
How are others processing this?

For years U.S. Navy pilots reported objects they could not identify during training missions off the East Coast. Infrared tracking systems confirmed the contacts — objects moving without clear propulsion, accelerating in ways investigators still can't explain.
The government released the footage. They didn't release the answers.
Officially these cases remain unresolved. Not explained. Not identified. Not debunked.

In 2013, Richard Dolan and Jeremy Corbell interviewed an anonymous 77-year-old man (code name “Kewper”) who claimed to have worked for the CIA in the late ’50s. He gave a “deathbed confession” describing visits to Area 51 and S-4.
His S-4 description includes:
• Located 13-15 miles south of Area 51
• Multiple hangars with garage-door openings
• Different saucer craft in each bay
• The Roswell wreckage as the first one shown
• Gravity-propulsion tech being reverse-engineered
This is structurally near-identical to Bob Lazar’s 1989 account.
The interesting question isn’t “is it true” — it’s “what does the overlap actually prove?” Two possibilities:
1. Independent corroboration — two separate witnesses describing the same real facility decades apart.
2. Contamination — Lazar’s account had been in public circulation for 24 years before Kewper sat down with Dolan. The specifics weren’t hard to find.
A few other things worth flagging: Kewper used a pseudonym his entire alleged CIA career, his real identity was never confirmed, and the testimony was first presented at the Citizens Hearing on Disclosure — which wasn’t a government proceeding.
Not dismissing it. Just think the “two witnesses agree” framing skips over the fact that one witness came 24 years after the other and into a saturated information environment.

Astrophysicist on the PURSUE files: "It doesn't feel very serious"
NPR ran an interview this week with Adam Frank, an astrophysicist at the University of Rochester who is actually involved in the search for intelligent life — so not someone predisposed to dismiss UAP out of hand. His take on the PURSUE files was pretty blunt. He said as he was going through the documents he found a report about launch failures on reentry vehicles that had nothing to do with UFOs or UAPs at all. His read was that someone just typed "space" into a government database and grabbed whatever came up. He called the whole release something that "doesn't feel very serious."
