Signaling question

Gonna keep it short but there are 2 programs (IM) I want to signal and have really strong connections with (residents, attendings etc...) who i know will vouch for me. Problem is that I have step 2 score of 239 and I fall between the 25th to 50th percentile of scores. (For context im a US IMG and these programs are in my home state). It sounds stupid but should i signal the programs that technically without these connections would be out of reach for me and do I require a signal for anyone to vouch for me at these programs.

How much of an advantage will we have this cycle?

And what form will it take? Will we see good IMG friendly programs shift to sending IVs to only US IMGs?

Will US IMGs receive IVs with lower scores than their non US counterparts?

Will they generally match at more compettive programs?

Community programs in California or university programs in other states

I had asked in this group before, a little background, I’m aiming for IM,FM this coming cycle ( want to be a hospitalist after residency or Geriatric fellow), so both programs work for me, passed step1 and 2 (24x) both on first attempt, GC holder, lived in California for 10 years, family tie in California, 20+ research paper and abstract at top tier journals (due to phd and postdoc training in the US), only red flag is my YOG (>8), 2 months USCE, trying to finalize my program lists now for both IM and FM, wondering if anyone with similar stats matched before can give me suggestions? Should I focus more on community programs or less competitive university programs outside of California? Definitely want to stay in the region due to family ties, but open to relocating if there are better opportunities. Thanks a lot!
