Exceeding the max speed limit while passing an emergency vehicle with flashing lights

I received a speeding ticket for exceeding the 60 km/h speed limit while passing a vehicle with flashing lamps, but to my knowledge, this rule only applies to the lane adjacent to a vehicle parked on the shoulder. Is that the case in this video?

Worth reporting to police?

Long time lurker, first time caller. So, this happened this morning. The damage was quite superficial: only a small corner of my front bumper got scuffed up, and it might even be just the PPF. I thought I had done enough to avoid any impact, so I just kept on driving.
