Why does Capitola hate pedestrians?

Back in August, it seemed like Capitola was finally going to do something about pedestrian safety on Bay Avenue.

Well unfortunately if you judge people on what they actually do instead of just what they say, Capitola residents and the city council disappoint us once again. No roundabouts and another year or so of delays to getting any actual safety improvements implemented.

I am posting this here since it has a wider audience than r/capitola. The bike jumps have been removed from the short trail on Park Ave cliffs. I walk through here many days a week and yesterday they fenced off a section for their equipment.

I've heard there is a plan to fence off the entire area, which I personally do not understand these trails have been here for decades.
