Why does the top bar waste such a massive amount of space?

There is zero reason for the top bar to be so comically large. This isn't an iPad.

I turned something off and can't figure out what it was.

There used to be an automatic feature that would happen when trying to center text or anything i put on the screen that was red lines that would show me exactly where the center was and snap it there. I must have hit something and turned it off on accident and I cannot figure out how to turn it back on and no amount of Googling is helping me. Please help lol. It is not show title/action safe zones or horizon, I have already tried those, those are very different.
