Whoo boy- where to start- Father died, mother died, father's life insurance, and sister co-inheritor out of commission
My father had a life insurance policy when he died six years ago. It wasn't a large one. My mother was the inheritor of the will, and then she died. I tried to claim the property for her but could not navigate the bells and whistles at the time. She died ten months later. I was the executor. I mostly forgot about the policy, but then the insurance company sent it to unclaimed property in FL last year, and we started getting letters from companies asking us if we wanted them to get it for us (for about $800.) I made a claim with Florida in December. Last month they got to my claim, and sent a letter asking for my father's death certificate, which I sent. A few days ago I got another letter which has this: (Sorry about the poor formatting, I'll do what I can do.)
Estate Affidavit: Line item 1 – Enter the decedent’s name.
Line item 2 – Enter the account numbers and amounts associated with each account.
Line item 3 – Enter the date of the decedent’s death.
Line item 7 – Select either a) or b)
If a) is chosen – the decedent left NO will, then choose one of the four options listed below showing relationship to the decedent.
If b) is chosen – the decedent DID leave a will, please submit a full copy of the will.

The % portion to receive for each heir must add together to equal 100%. Example: one heir with full disbursement would enter 100%. Two heirs with equal full disbursement would enter 50% each, etc. Please resubmit the enclosed Estate Affidavit and Verification Page as indicated above reflecting ALL heirs
Well, all heirs are not playing nice. I have one sister with mental illness, who squatted at the house for seven years, who I had to file a partition lawsuit against, and was evicted a few months ago. She won't sign anything, as proven when I had an insurance check to cash for getting the roof fixed after a hurricane. That was the tipping point which made me file the partition lawsuit, and relations have soured even more since then.
So, she's MIA. What should I do? Thanks in advance.
