"The case against the 94-year-old brother of Fidel and one of the last surviving leader of the Cuban revolution was unsealed Wednesday.

He is charged with conspiracy to kill US nationals, destruction of an aircraft, and murder. There are other defendants charged in the indictment.

The charges relate to the 1996 shootdown of two civilian aircrafts belonging to the Cuban-American exile organization Brothers to the Rescue. Raúl Castro, who was defense minister at the time, is alleged to have ordered the attack, which killed four men, including three American citizens.

The case is yet another extraordinary example of the administration’s use of the Justice Department to target the leader of a country it opposes, and all but guarantees to inflame longstanding tensions between the two countries."
