I took part in the opening of the exhibition “Spiritual Treasures of the Nation. The Sacristy of the Kyiv-Pechersk Lavra” on the occasion of the Lavra’s 975th anniversary. It is very important to preserve our cultural heritage despite deliberate Russian strikes against it and to do everything possible to pass it on to future generations. And it is important that UNESCO Director-General Khaled El-Enany is here with us today, visiting Ukraine for the first time in this position. Thank you for the meeting and for keeping our country in the organization’s focus. Today, a symbolic bell rang at the Kyiv-Pechersk Lavra — a sign of unity between generations and the beginning of the journey toward its 1,000th anniversary. I took part in the solemn ceremony marking the 975th anniversary of the Kyiv-Pechersk Lavra. On the Feast of the Dormition of the Most Holy Theotokos, this carries special significance: we are honouring not merely an important architectural monument, but one of Ukraine’s foremost spiritual and cultural shrines. 1: I spoke with Prime Minister of Armenia Nikol Pahinyan. Relations between Ukraine and Armenia are now becoming even more constructive, and it is important that we maintain a continuous dialogue. We discussed the results of my visit to Armenia and the priority areas for cooperation. 2: From January through August of this year, our warriors of the Airborne Assault Forces and other units carried out an effective offensive operation in the Oleksandrivskyi sector. Thanks to the active operations of our troops, significant losses were inflicted on the occupation contingent. Russian losses amounted to at least 9,550 killed and more than 6,600 wounded. Ukraine’s “exchange fund” was also replenished. Over the course of the operation, 745 square kilometers of territory were liberated. Twenty-six villages in the Dnipro, Donetsk, and Zaporizhzhia regions were returned to Ukrainian control. 4-7: I met with participants of the Ukrainian Youth Forum “Youth Acts.” Today, our country celebrates Youth Day. Of course, for all of us, security is the first priority. But the Government must also take very specific, clear action to support all normal forms of public life in Ukraine – so that Ukrainian families, our people, our youth, and our children have a normal environment for life in Ukraine, one that is as fulfilling as possible. The renewed Government of Ukraine is now preparing the Cabinet of Ministers’ program of action, and I expect that civilian aspects of life, and youth policy in particular, will receive sufficient attention in the Government’s program. And we all understand the depth of this task – it is not simply about something the state can give, or something a person can do – independently or in cooperation within their community or with the state. 8: There was a report on the results of our operation against Novorossiysk today. A combined use of long-range sanctions with our weapons. A successful operation. I am grateful to our warriors for their accuracy, and to the developers and manufacturers of our weapons for the tangible strengthening of Ukraine’s capabilities. For the first time in a single operation, Palianytsia, Peklo, Bars, and Long Neptune worked in concert, along with the Mich, Fire Point, Ramzay, Sichen, Trust, Khariok, Bober, Liutyi, and Dovbush drones, as well as the Sargan and Mamai unmanned surface vessels. Among the results of the operation, it is important to note the strikes on Russian fleet vessels that were hiding in Novorossiysk bay. In particular, according to verified data, the Admiral Essen and Admiral Makarov frigates, a large landing ship, a corvette, and other vessels were hit. Other Russian facilities that were helping finance the war were also struck. We discussed the steps we will take in the near future as part of the Drone Deal between our countries. We have been living in a constant search for protection against ballistic missiles since the first days of the war, when Ukraine had nothing to intercept them with. This is extremely difficult work. How can this problem be solved? Who has anti-ballistic missiles and systems? The manufacturer does. That is the United States, first and foremost. Can they help? We are working on it. Every month. Will they provide us with missiles? Yes. We have arrangements under PURL. Are these missiles enough? No. In 2026, there are fewer of these missiles. Monthly deliveries were higher in 2025. The second part of this is Europe. Who has them? Germany has them. Poland has them. These are the countries that can provide serious help. With all due respect and gratitude to the German side, they truly have helped. And Poland has helped as well. But I will be frank. We are constantly working with the Nordic countries and the Netherlands, and they are helping little by little. Every day I communicate with various European and Middle Eastern countries to ensure that Ukraine receives additional aid packages outside of the PURL framework. We have simply reached the point where all of our institutions must be working on this. Not just the President. Everyone has to work. Otherwise, there will not be enough missiles. South Korea and Japan could also help. Have they helped us with air defense during this war? No. Because of their domestic legislation. People also frequently ask about Israel. We would like to receive air defense systems from them as well. We would be ready to buy them. Hundreds, thousands of components in Russian ballistic missiles come from different countries around the world – from almost every continent – including from our close partners. These components are then used to target people, killing children, civilians, and warriors alike. That is why imposing sanctions on Russian weapons and on the supply of these components is the top priority. Sanctions on the energy sector are important too, because they make money from it and spend that money on the war. Next, there's the issue of bureaucracy. This is a serious problem. For example, I spoke with President Biden in the first year of the war, and I strongly urged him to grant me licenses for Patriot. I spoke with several European partners in the first and second years of the war, when we began using some of their military technology, and asked them to grant me licenses because their production is very limited, and some problems still have not been resolved. We have now reached an agreement with President Trump that he will grant the licenses, but imagine if we had received them four years ago. By now, we would already be producing Patriots for everyone. And Europe – Europe that wants and would like to have Patriots, anti-ballistic systems, and missiles – would already have it all. I am absolutely certain of that. But now we are dealing with paperwork. And what is flying at us is not a piece of paper, not a paper missile, but a real missile that kills people. Discussing the development of ballistic capabilities and the implementation status of the FREYJA Anti-Ballistic Missile Program

I held a meeting on the development of our ballistic capabilities and the implementation status of the FREYJA Anti-Ballistic Missile Program. The agencies involved reported on the current needs and the stages completed as of now. We set a schedule and designated those responsible for the elements of the programs that need to be accelerated. The National Security and Defense Council, the Prime Minister of Ukraine and the Ministry of Defense, the Foreign Intelligence Service, the Command of the Air Force of the Armed Forces of Ukraine, the Brave1 team, and the most technologically advanced teams in Ukraine’s defense industry are involved in this effort.

Developing one’s own ballistic capabilities and creating a new anti-ballistic system is a task that only a tiny minority of countries worldwide have managed to accomplish. Ukraine has this capability. Ukrainians have the necessary scientific foundation and expertise. We can state that our weapons manufacturers have also reached the required level. We expect Ukraine to achieve the necessary results in 2026–2027.

During the meeting, we discussed the key challenges, namely access to critical components, additional steps in technological cooperation with partners, and the localization of production. I thank everyone involved who delivers on everything they promise on time. I am also grateful to our partners who are helping and who have themselves joined our main defense programs. FREYJA is making progress, and that is important. Europe needs a shared and truly large-scale capability to defend effectively against any ballistic threats. We support and expect more of our partner countries that are capable of contributing to join the Anti-Ballistic Coalition.

We also discussed work with partners on PAC-2 and PAC-3 missiles. I expect results from the Ministry of Foreign Affairs and the Ministry of Defense in their communication with the partners that have already been identified and mentioned on numerous occasions. Glory to Ukraine!
