Had a couple rolls of dimes and pennies like this. What causes/caused this? Anyway I can clean or restore some coins looking like this? I was thinking acetone and some kind of acid neutralizer. Thanks in advance.

All sets of state quarters sealed. Colorized, with certificates from the Morgan mint. I bought them cause they looked cool. What’re they worth, are they special, or are they worthless? Any help appreciated thank you.
All enders are 2025 P and all bank wrapped. Should I even bother opening them all and then have to re roll them.
