I found an Ariens pushmower with a Kohler engine for free. But it runs at very high rpm

Is there anything that can be done to make it run smoother ? I think maybe the rusty parts need lubricant or changed ? What is the best lubricant to put on there if that could fix the issue ?

Or, maybe a stuck carb ? I cleaned the air filter etc ..
