Why (correct me if I’m wrong) isn’t Kansas City near the top of the list when it comes to future NHL expansion cities?

It’s got a sizeable population when you include the surrounding area/suburbs. I guess it would need investments from an ownership group and buy in from the city for an arena, but I think it could be a good long-term option and maybe to work backwards and grow minor hockey in the city first, I don’t know. What do y’all think?
