Houston centric free service?

So I own a company who is funded for creating software and services.
As a part of a addedum in a contract - I have a few years and a massive blank check to develop free public facing data services. Like rental properties compliance checks, sbir/sba assistance, pretty much "anything" that is a lacking public service. Really the only stipulations are its free, public, follows iso/iec and other ai regulations, texas focused and a beneficial service using software and artificial intelligence.
What services would you build or want if they were 100% free and you didnt have to worry about development time or cost.
Im directly connected to over 1200 api/goverment data sources. I control the hardware and software. Im locked into this for 3 years and already completed the main contract deliverables. Including court focused, housing, economic, enviormental and some cjis/ems apis [fedramp] intergrations.
We are also parsing datasets. So. If theres a collective of data not easily accessible or interactive - we have lanes in the contract that are benfited by us producing public facing assets.
So genuinely. Free - i just need ideas for services the public lacks that are digitally focused. The goal generally is to "better" texas in "any" theoretical ai driven manner.
We will build, ship and post said services here. They will never cost $ as that would violate the contract. They can be as technological as one can muster - we are pretty capable.
