Character creation for all Empire Provinces

Hi, I am fairly sure I have seen character creation rules for humans of other provinces of the Empire except Reikland but all I can find is the core Reiklander, the variant Reiklanders from the Altdorf neighborhoods and the Tileans and Norse. Is there a book that details the character creation skills and talents for, say, Ostlanders or Talabeclanders?

Has an Exterminatus Ever Backfired and Fueled a Daemon World?

Hi, I am coming off a discussion about a situation Act One of Owlcat's Rogue Trader game where the Drukhari have stolen a system's star and Chaos has pulled a nasty gambit pulling the main planet into the warp. The PC can choose to blow up a huge plasma reactor on that is presumed to big enough to effectively sterilize the planet, salvage the reactor and trust the lack of a star would take care of business, or just leave it be and hightail it ASAP.

Presuming that blowing up the reactor is an exterminatus-level event where you blow up the planet, it should be the safer and more dogmatic option. However, the story makes it clear Chaos is messing with you (you have a vision of a Lord of Change showing a keen interest in you, among others), and the death of everyone on a planet already in their clutches sounds a lot like offering the dead to them as a sacrifice. This got me thinking - has there ever been an event where instead of denying a planet to the enemy, the murder of everyone there virtually at once has instead caused a warp surge that made things worse?

I know that in the DoW 2 Retribution campaign, Kyras tricks you into allowing exterminatus and uses the death as a sacrifice to Khorn, but Retribution's plot was a bit... iffy in terms of fluff. Librarians aren't exactly Khorne's favored daemon prince material. Has there been a canon example of that in the books or other media?

I just messed the heck up of my upgrade

I think that's the first time I'm really stumped and I might have ruined my PC. I'd like some advice about just how bad it is and what I can fix.

I have an R5 3600 with a B450 and a wraith stealth cooler. However, I wanted to upgrade to a Windows 11 capable CPU, so I got a 5700X and an Assassin x 90 SE to go with it. On paper, everything seemed good.

Then came the execution. When I removed the Stealth from my motherboard, it detached ok but there weren't any stands on the four holes on the motherboard to attach a fan to, and the X90 needs them. So it cannot attach it to the board.

I went back to the Stealth. Except as I was cleaning paste from the 5700x, I dropped it. Now it doesn't slot well into the board. I think there may be a few bent pins. On top of all, the stealth now doesn't seem to be sitting snugly on the original CPU and I can't attach it to the motherboard to get the 3600 back online. Utter disaster.

So, overall:

- is there any way to fix bent pins on a CPU? It looks like thid: https://ibb.co/rfZ54YCg

- is there a way to get those little standoffs that should be on the board?

Edit: I got the 3600 back in its slot, closed the latch, put on the assassin fan, and ... nothing starts. Once as I was getting the fan cooling block to fit it pulled out the CPU despite the latch, so I suspect something Is not making contact.

Sorry guys and gals, I'll have to check again tomorrow when it's brighter.
