Does anyone know if it is possible to request information from California DMV on one individual?

Background: Am investigating one serial killer who I think traveled to California in 1968 under an alias, Joseph Paul Franklin, now his birth name is James Clayton Vaughn Jr, but as he traveled a lot and had many ficticious names was wondering if after all these years if a drivers license was issued under that name in either 68 or 1969 if California would have a record of it, and 2nd, would they release it to a researcher?

Hello all, was wondering if anyone would be willing to go to the local DMV and do some research in regards to a true crime project I have. As I am researching something related to the Zodiac Killer, I do have a theory that can only be done through a request for DMV records not available online, only through microfilm I believe. I am looking to see if there was ever any drivers license ever issued to someone with the name Joseph Paul Franklin in either 1968 or 69, not sure what restrictions that would be on pulling that up, but anyone know if that is a possibility? Thanks!

Background: For a few. years I have been researching a domestic terrorist/serial killer named Joseph Paul Franklin as being a valid Zodiac Killer suspect, and I learned that there is a chance his fingerprints were never compared to the suspected fingerprints of the Zodiac Killer. So, I found a copy of his fingerprints and emailed them to both Vallejo PD and San Francisco PD both in California requesting/asking them to take and compare the fingerprints of Joseph Paul Franklin and compare them to the Zodiac Killer.

More background on this, so I will post the fingerprints of Franklin, and from the other chart is research done by amateur researchers on what we think are the basic fingerprint patterns of the Zodiac Killer.

Note: Also of note is how he had a tattoo of a cirlce on one arm and a crosshair on the other in 1970.

Below is what some in the Zodiac community believes is the fingerprints left at one of the Zodiac Killers crime scenes:

Its has been a few weeks if not a month or so since I sent that email, but I wanted to post this here in case anyone would like to take a look, comment or ask any questions.

Note: I have posted to the Zodiac Reddit thread, but seems they are not convinced that a late teenage Joseph Franklin could possibly driven across country and commit the murders, but I think this is the case. Feel free to ask me anything, there is an argument to be made that the Zodiac Killer is Joseph Franklin. Whereabouts somewhat unknown during the Zodiac Killings.

Also: The information was all obtained legally and through open source, nothing was gathered by means outside the law.
