do these spots look like clear coat sunburn? the what it is dispersed makes me think it was a chemical or something but i’m not sure

I’ve got two 7-5/8 fitted hats here, the Blue Jays one fits perfectly, however the Orioles one runs big. Can anyone tell me why this might be? For context i’ve had the blue jays one for a year and a half or so compared to the orioles which i’ve had for a half year and worn minimally
