Why can't I establish an outpost at the Warehouse?

it says "Potential Home Site, requires 12 people (I have 13), 50 materials (I have 78), cost of 50 influence (I have 141). There are no zombies around and nothing to search for. What is preventing me from establishing this as an outpost/home base?

Why is this weekly event so rare and others are repeated more often?

Feels like every week I'm hoping for 2x money on Acid Lab sell missions and we never get it. But other things get repeated more often than not. Why is this the case? Why does Rockstar hate us? lol
