Better yet it's a Pokemon I like, and it has a 31 IV on Attack, but the nature that lowers its attack and raises speed

I recorded this video on my phone when I used to attend these jams at Sandaga 813 in Dallas, and I've had this tune in my head, remembering it every once in a while but never knowing the name. Can anyone ID it? Thanks!
