How strong is Sabo right now?

I've always had a hard time ranking him. In Dressrosa he was already incredibly strong before he fully mastered the Mera Mera no Mi, so he's had a lot of time to grow since then. Where do you guys scale him now? Admiral level? YC+? Somewhere in between? Curious to hear everyone's reasoning.

Can’t join the crew

Am I the only one who thinks Vivi shouldn't rejoin the Straw Hats for the same reason people say Carrot couldn't? They both have responsibilities to lead their countries. If Carrot has to stay and rule Zou, shouldn't Vivi have to stay and help Alabasta? Also, in fights Vivi would be dead weight unless she got a major power-up.
