Studying and settling abroad

I did matric and scored good marks but due to bad luck and bad decisions I opted for A levels. Till now I have passed 2 subjects of A levels and will be getting a conditional admission in TMUC Peshawar in CS or AI, I’ll be clearing the third subject before 2nd semester starts. They are telling me to do a foundation year program in 3 months and then I could enroll in their BS of Hertfordshire/University of London degree of 3 years. The foundation program and their degree both are expensive. I am eligible for direct admission to BS since they require only 2 A levels but they’re just money hungry, I can try to grab a need based scholarship if possible. If I choose to spend this much of a huge amount on my bachelors, could I go to Europe (Any country that has jobs for CS or AI) for a masters on a scholarship? My dream is to go to the US so after my masters could I go to the US for a second masters on let’s say a partial scholarship or a fully funded PHD would be better? But the thing is a PHD in the US is 5 years and I’ll be really old. Since I’ve taken gap years before, I want to avoid gap years as much as possible. Also, financially my father doesn’t really want to spend alot on my education because I didn’t want to live his dream of being a doctor.
