Cannondale CAD3?

Is this bike worth buying? Unsure about 9-speed derailleur, and alloy wheels (Mavic CXP21; risk of fractures/fatigue around the spoke holes? probably only up to 25mm tires). Asking $450 CAD. Or skip and wait for CAAD 10/CAAD 12?
