Does this new rule include those removing conditions on their 2 year green cards?

Rule: USCIS now requires most foreign nationals on temporary visas to return to their home countries to apply for green cards through Department of State consulates, rather than adjusting their immigration status from within the United States.

Why is everyone bidding outrageously for cars, especially accident and salvage title car with a screaming amount of money. Why would any one bid $12,000 for a 2010 Toyota highlander with over 200k miles.

Am I missing anyone?
