Advice for frizzy wavy hair

I think this is 2b hair(?). The time that I took this photo I did not add any leave in conditioner or cream. I added some oil but still looked poofy and has random waves mixed in with straight.

I do use argan oil leave in conditioner but that most likely weighs it down. Any advice on how to make it less frizzy and more defined without it looking stringy?

Do wildlife rehab centers usually die off small birds?

I would like an honest answer, do they just kill them or not feed them if they are injured?

We found a small fledging bird with a broken leg, we fed it for a few days before taking it to the rehab center. It still waits for someone to feed it and only started packing food on its own.

I do not know if they will feed the bird or just toss it in a cage and let it die. ​it says its a clinic but I do not know if that bird will survive. It was not sick, just injured
