What do gyms get out of free HPB classes

Hey sgfitness fam I have a burning question on my mind. So I've seen lots of fitness classes held at shopping malls or open spaces etc and these are organised by the Health Promotion Board and are free for users. And as I looked up more info I realised some gyms also offer free classes, under the same Health Promotion Board program.
My question is do the gyms make any money or at least break even by providing the free classes, given they have operating costs and all. why would they have free classes for the public when the same spot could be given to paying members. And isnt it a lot tougher to run classes for the public...I'm assuming irregular attendance, making it harder for whatever taught to stick over he weeks and months. Thanks.
