Advice when a neighbor makes threats that I can hear through the wall but phone won't capture?

Long story short, I've been living in some apts for years and we recently got a new neighbor who started his stay her by throwing away some of my property on our shared porch and then not even a week later he threatened the colony of cats a few of us neighbors have been taking care of.

I told them not to speak to me again, because I didn't like being approached by a stranger to be told they think animals shouldn't exist, and they have not directly spoken to me since, but on more than one occasion they've brought over family to talk about it and made threats and they speak so loudly I can hear them making those threats through the wall, talking about having a gun, even being chastised about saying violent things in front of a child by their family at one point.

I've been trying to get some help on getting the cats a home and have taken in a couple, but the things he continues to say are concerning, so even though I don't trust the police, I called them because I wanted there to be a record of what has happened. It peeked yesterday evening when I heard him mentioning shooting someone in the face and it freaked me out terribly.

Needless to say, when I can hear these full conversations through the wall, it's hard to feel safe and at peace in my home. The cops spoke to him, and they offered to take charges for the stolen property to be tried, but that was not the reason I called the police, I called because he is constantly making threats about what he would attempt to do.

Part of me wants to think this is some old man yelling at the clouds, but I don't know anything about him other than his threats and his disregard for repercussions should the law be called.

I wanted to try and get some of it recorded so that I have proof, but my phone and my laptop don't pick it up through the wall like my ears do and I feel hopeless.

I've barely been able to rest this past week, I'm sick to my stomach with worry.

Would highly appreciate any suggestions on what I can do.

Advice for what to do about an animal hating neighbor?

I have lived in the same apartments for six years now, we moved in during the pandemic lockdown and it's been nice and peaceful for years.

A lot of us take care of a local cat colony, one neighbor has gotten them all fixed except I think one now. I have been wanting to socialize them, and a lot of us in the apts feed them.

Socializing them as been a very long slow process because I am sick. But a lot of us love these cats and can't take them in for a variety of reason but we ARE wanting to try to get them homed. I was planning on taking one in whenever we move. One neighbor has been working with a non-profit that will get them homes once they're all fixed I think? but we all have lives outside the kitties and it's just taking time and I'm not sure what the hold up has been for that?

But yesterday I was sitting outside, reading a book, and a new neighbor (literally not been there a week) approached me and threatened to get rid of the cats and when I tried to ask about why they were a bother since they are not bothering anyone his answer was simply "I don't like that they exist."

Which just feels like an evil thing to say when talking about a living being.

To my knowledge, animal control wouldn't do anything to them since they're healthy, not a nuisance and fixed, so they'd just be seen as colony cats and left alone, but I'm also scared this neighbor might try and poison the cats?

This neighbor also admitted to throwing away some of my property (a dish I had on my porch for the cats, which had sentimental value to me since it was the dish of a cat I lost back in Oct) which I feel is grounds to call the police over, cause like why are you touching my property? And then this morning I heard them threatening the cats again as well as saying other unsavory things.

I'm at a loss of what to do. I've been here for 6 years but I've been chronically ill the whole time so I don't really know the area well, I have reached out to some local organizations with no answers yet. We have been doing our best by these kitties, and it feels incredibly unfair for some vile evil person to move in and just decide they don't belong there anymore when their home is the woods nearby.

I've done my research and TNR is a thing here so I think the cats are legally ok, but that doesn't stop someone from doing evil things. I only got a handful hours of sleep last night because of how sick to my stomach I am about this. Having to wait and hope someone will help is killing me. If someone has dealt with anything similar and had any advice I would be so grateful.
