How to encourage Tolumnia to bloom?

I was given this plant around 3 years ago and it has grown a lot of leaves since then but I have never seen it flower.

It is currently hanging on my balcony where it gets plenty of light, would it need a rest period with lowered night temperatures?

Any chance of getting a partial refund from booking over a subpar room?

We had booked a 4 star hotel for 2 nights, after the first night, we realised that there were many ants on the bed (literally crawling on the pillow and blankets, note that we did not bring any food into the room and the ants crawled out overnight).

After that with closer inspection, we also realised that the housekeeping was bad with strands of hair and dead bugs in the corner of the bed. I admit that we were complacent and did not notice this in the 1st night as this was a 4 star hotel.

We brought it up to management and got upgraded to a slightly better room on the 2nd day but I was wondering if there is any way to get a partial refund for that 1st night?

Edit: When I mentioned slightly better room, the price difference between the upgraded room, and our original room is only around $15. Which is why I was wondering if there's any way we could get more compensation given that the original rate for a night was almost $200. For that price, having ants on the bed is really quite ridiculous. The hotel had directed us to contact booking to dispute partial refunds which is why I am asking here.

I understand now if that's not possible given that we have accepted the upgrade, thanks for the clarification.
