Is there any way to stop new raider settlers coming to your raider settlements?

Hey a$$hole!

So currently i've got more raiders at my 3 settlements than i can sustain or have jobs for. I remember this being an issue when i played nuka-world a few years ago too. I like having a smaller amount of settlers so i can sustain them and it gets less crowded in smaller settlements

Edit: forgot to say i'm om Playstation so sadly there's probably no mod available to help me out
