Why does Seal Beach allow this on Main Street?

There is a store on Main Street called Beachin’. It’s labeled as a surf shop but the appeal has absolutely nothing to do with surfing but everything to do with their parasocial relationship with Donald Trump. But it’s not even the MAGA merch that I take issue with. It’s the fact that the store owners are clearly looking for trouble with others. They have a camera planted in their store window to record the reactions of people who are disgusted without their consent and then they post these reactions on their Instagram with commentary from the shop owner (who looks like he peaked in high school) so that the store followers can bully these people (Thankfully when I passed the store, I was wise enough to not give them what they wanted, I was like “these guys definitely love the smell of their own farts”). This is deadass bullying, I really don’t know what else to call it. How can a store on MAIN STREET pride itself on bullying and have a huge chunk of the city’s population lick their boots (those followers are just as bad for encouraging this)? Seriously, am I alone in my outrage? Again, it’s not just the MAGA merch I have issue with. It’s recording people without their consent and subjecting them to social media bullying

Can I expect any court summons/penalties to come out of this situation (CA)?

Location: Southern California

So when I was leaving work the other day, I made a dumb mistake of not scanning thoroughly when I pulled out of the parking structure in my car. When I got onto the road and went for the left lane, I heard a horn blaring behind me and a car pulled up in the lane to my right. WE DID NOT HIT EACH OTHER! THIS WAS NOT A CRASH! But I immediately realized that I accidentally cut this man off. He rolled down his window and started yelling at me trying to get my attention. I could see that he was furious and suspected it to be road rage so I kept my window rolled up. But then when he was turning right when I was going to turn left, he pulled out his phone and took pictures of me and my car.

Is it normal to take pictures of people who cut you off? Should I be worried about any legal repercussions for ignoring him? Again, there was no collision. I messed up by cutting him off, but I chickened out when he started yelling at me. What would you have done if you were me?
