I factory resetted my and now this keeps on happening in a loop i think it might have been corrupted i can still access my bios any fixes?

my pc has something wrong with it when I turn it on it keeps doing this (in the video) and it makes a buzzing sound non of the fans spin
I don’t know what happened to it but I took my gpu out to put my ram stick back in ive taken them out and put them back in and it’s still doing this
