Sapienza application fee

Literally tried everything to pay application fee (paypal apple pay bank card with vpn and without safari google and still nothing)
What can i do to pay it? I am international student so maybe my card cant be accepted
Paypal settings must be right although maybe i should complete all steps or transfer money to paypal besides just adding card?

Got accepted to this program with partial scholarship (40%), but it wont give credits, so i am wondering if it worth it to pay and how much could it help to transfer(as international student)?
