Unpopular opinion: the cannabis industry in thailand is over (own article)

Prove me wrong.

What could potentially attract any one who is sane to invest in this business in Thailand?

This country can’t make its mind about it. Why would anybody spend their hard earned money to invest in something so illusive and is solely depends on the mood of politicians.

I for example, think the message Anutin tried to send about warning that he could shut down the whole industry is not just bad for the cannabis but for any type of investment this country wants to attract.

As a journalist, i wrote an article and i hope you read it and discuss about it:

_________

Political Volatility Is the Greatest Threat to Thailand’s Cannabis Industry

Thailand’s cannabis industry is facing another period of uncertainty following remarks by Prime Minister Anutin Charnvirakul suggesting that the government may “shut down” the industry if cannabis smuggling continues to damage the country’s international reputation. The comments came after a series of high-profile drug seizures linked to cannabis originating from Thailand, raising concerns among authorities about the misuse of the country’s liberal cannabis policy.

While governments have a legitimate responsibility to combat criminal activity and prevent international drug trafficking, threatening to dismantle an entire legal industry sends a deeply troubling message to investors. The issue extends far beyond cannabis, it touches the fundamental principle of regulatory certainty that underpins every successful investment destination.

Investors accept commercial risks. They accept market fluctuations, competition, and changing consumer demand. What they struggle to accept is political unpredictability. When elected leaders publicly suggest that an entire legal sector could be shut down because of criminal abuses committed by a minority, the signal sent to domestic and international investors is that long-term business decisions may ultimately depend on political sentiment rather than stable institutions and the rule of law.

This distinction is critical. Criminal smuggling is an enforcement failure, not necessarily a failure of the legal industry itself. Governments do not close airports because smugglers use air travel, nor do they ban banking because criminals launder money through financial institutions. Instead, they strengthen enforcement, improve regulation, and prosecute offenders while allowing legitimate businesses to continue operating. The cannabis industry deserves the same principle.

Since cannabis was decriminalized in 2022, thousands of entrepreneurs have invested substantial capital into cultivation, processing, retail operations, tourism, research, and related services. Many made these investments based on government policy encouraging the development of a new economic sector. Those businesses hired employees, signed long-term leases, purchased equipment, and committed capital with the expectation that regulation would evolve, but not that the existence of the industry itself would be questioned whenever political pressure intensified.

The broader economic implications should concern every investor, not only those involved in cannabis.
Foreign direct investment depends heavily on policy stability. Investors evaluating opportunities in manufacturing, technology, healthcare, renewable energy, or tourism examine whether governments provide predictable regulatory environments. If policymakers appear willing to reverse major economic decisions through political declarations rather than structured legislative processes, investors may reasonably question whether other industries could face similar uncertainty in the future.
Markets value consistency.

Changing regulations after consultation and legislative debate is a normal function of government. Announcing the possibility of shutting down an entire industry creates a different perception. It raises questions about whether businesses can rely on long-term policy commitments.

Thailand has worked hard to establish itself as one of Southeast Asia’s premier investment destinations. The country has promoted itself as a regional hub for manufacturing, tourism, healthcare, digital industries, and innovation. Preserving that reputation requires demonstrating that investors can trust the stability of its legal and regulatory framework.

If cannabis smuggling has increased, the solution should be targeted enforcement. Authorities can tighten licensing requirements, strengthen export controls, improve customs inspections, enhance international cooperation, and impose harsher penalties on traffickers. These measures directly address criminal conduct without undermining thousands of law-abiding businesses that operate within the legal framework. The government’s objective should be to separate legitimate commerce from organized crime, not to blur the distinction.

Ultimately, the credibility of any investment destination depends not only on the policies it adopts but on the confidence that those policies will not change abruptly because of shifting political pressures. Investors can adapt to stricter regulations. They can adapt to higher compliance costs. What they cannot easily price into their decisions is the possibility that an entire legal industry could disappear because political leaders decide it should.

Thailand’s cannabis debate is therefore about more than cannabis. It is a test of regulatory credibility. The way governments respond to challenges within one industry often shapes investor confidence across the entire economy.
For any country seeking long-term investment, stability is one of its most valuable assets. Hence, the cannabis industry in Thailand has lost the stability factor, and it is a matter of time until it is on its coffin below the ground. (end)

Thai PM warns may ‘shut down’ cannabis industry after global smuggling spike

Prime Minister Anutin Charnvirakul has warned the plant could be re-criminalised if stalled legislation fails to curb its misuse.

“We need to figure out what we should do to prevent other countries from blaming Thailand”

“No matter how strict our measures are, if people can still smuggle drugs out, we need to go back and reassess our approach,” Anutin told reporters on Sunday.

This just can’t be good news at all.

Thailand cannabis draft law targets medical use and shop controls

What caught my attention is these two paragraphs:

“This also aims to prevent large amounts of cannabis from being repeatedly supplied to the same person.
If such a pattern is found, it must be examined in detail, and if irregularities are found, legal action must follow.”

What happened to the 30grams per month rule? Seems like they will make it even less.

Also this one

“On the possibility of cannabis being returned to narcotics status, Pattana said the control bill must first be completed.
As for legislation that would return cannabis to narcotics status, it would likely fall under narcotics law, which is under the supervision of the Ministry of Justice.”

Why are they tiptoeing on the possibility of it returning to the narcotics list?

All in all i honestly don’t think this is a good thing for visitors who wish to indulge since they could come up with ministerial regulations that lessen the 30g per month rule. But i guess only time can tell.

Word to the wise, if you are planning to visit this coming high season, you better start planning/booking from now already!

On a good note, planning makes it feel like it’s happening soon despite there are 6 to 7 months left lol
