Why are there so little 4 color commanders?

There 9. There's more 5 color commanders and so many 3 color but why are there so little 4 colors? Lore reasons? Is 4 colors tied to a specific plane? Did atraxa ruin 4 colors and did they peak there? Idk I kinda ramble now cuz it gotta reach 250 characters. Pls lemme know
