This character could have many uses. The plot could be somewhat similar to Roman Agent and Obelix Co. but about health fraud and medical malpractice like Dr Doxey from Lucky Luke.

For me it's Caesar's battle plans and him getting interrupted by outsiders. It's both kino and funny. Only two books have this gag.
