I need help with a decision.
I received offer through college placement- 8.5lpa, i will get the offer letter in 1-2 days I also interviewed off campus and cleared all interview- i will get result in 2-3weeks
Now the college is saying if you accept the on campus offer then u can’t back off we will hold ur degree etc etc
And what i am thinking is I get the on campus company offer letter, joining will be 15-20 days later, within that time if i get offer from off campus company i will negotiate with them regarding the on campus offer and will later decline the on campus offer and face the consequences which I know they are just exaggerating as of now in order to not spoil relationship with company
So my questions are->
Is it a good strategy?
Can I reject the offer even after signing the offer letter?
How to negotiate with the off campus company? Looking forward to hearing from you all.

I gave my last round of interview for deloitte blr- full stack developer position
It has been now more than two weeks. There is no response from recruiters.
Last week on Tuesday I tried contacting the recruiter, he said he will get back to me till Wednesday by eod since there is some delay from hiring team.
He did not informed anything and neither he is picking my call nor responding to my mails.
Utterly unprofessional, at least have some decency of saying yes or no.
I do not know what to do. Please help.
