[Xbox] Madness build for PvE?

(DLC included) I've always wanted to embrace a full PvE madness build while running the Frenzied Flame ending in a NG+. Any recommendations on stats along with suggested items? I haven't started it yet so locations or info on how to get it would be great too if it's something less common to find.

Is there a substantial increase in police presence around town or is it just me?

It seems like I have seen more police in the last 2-3 days than I usually see in the span of a whole month. Is it some end of the month quota thing or just because we're getting closer to the 4th?

I thought my Hardcore run was over...

I have had some close calls but this was terrifying. Couldn't see anything, didn't know if I jumped over the railing or if I'd just hit the ground below and die only to hear that sweet sweet splash. I'll take the hello sting from the Jelly if I get to keep living.
