So happy to finally upgrade out of ddr3.

I want to get better parts for my computer but I'm on a tight budget of 450 dollars (give or take a little) any advice? I want to get a better cpu, ram (ddr4 is fine), and motherboard. Should I just bring it to microcenter and see what they can do for me or can some of you guys help my cause? (i know that ddr3 ram and a 4070 are indeed sharing the same motherboard)

Im still able to use my pc but this pops up every time I turn it on! I just go to f1 -> discard changes and exit -> continue and play games. My fps feels a little diminished as well. Anyone know what is going on?
