Was this guy originally going to be the final boss in Decade?

I know Kamen Rider Decade has a very messy production because of reasons I can’t remember right now but I definitely feel like this guy was going to be the final boss in Decade. I mean it’s just so obvious with him having the 10 rider faces on him. And I bet this guy head would have had been like Decades head in the final battle. What were some of the original plans for decade before it had to get stretch out?

So I have autism my whole life and it has only been recently where i realized that when i was a kid i like characters what have a mask or a visor then characters with a face plate. What I mean by that is I like characters like the transformers, power Rangers, and spider man who had a full cover helmet and face then an open face. This even goes for video games as well because I liked sonic more then Mario because Sonic while he did have a face was an animal and looked not human like Mario. Am I alone in this or can others agree with me on this?
