I keep seeing posts about how people have had Pokémon trapped in Gyms for months, and I think one way to fix this is to add a timer that counts down 7 days. The gym would automatically kick out all Pokémon, and anyone could claim the gym. If another team takes over the gym before the countdown ends, the countdown automatically resets to 7 days. Make the timer visible to players so they can see if a Gym is about to reset. That way, a player can decide to put a Pokémon in it or wait and reclaim it after the reset.
