XOOM doesn't have option for PayPal balance ,only debit and credit card ,does anyone have idea

I saw few post,comment and videos in TikTok ,fb and reddit like their dollar card was hacked and money has been stolen , I want to know is it possible to load the dollar card without opening the mobile banking app or how does the the hacker use the fund like aren't we suppose to load first into the dollar card and then use,mostly mobile banking won't let you login from a new phone until and unless your approve from your main phone , Cases : incident no 1 :. hacked dollar card -op claimed 300 dollar nabil bank ,incident 2 :siddartha bank ,op consulted with bank and money returned back to wallet ,are the card really those risky or these guys got trapped into a phising sites
