[Hot take] Karachi should be handed over to Army.

First off I've never been to Karachi and don't even live in PK. But thanks to internet and university road crisis somehow I got to know about sh!t storm in Karachi.
Did some research and went into a rabbit hole and even came across a British news documentary from 1970s apparently covering flood havocs in Karachi and nothing changed in this many decades with different political parties getting a chance to run the city.
In my humble opinion Karachi has lack of ownership, decision making and rotten bureaucracy especially with sh!t ton of departments dealing with public infra.
Before you take out your swords. I am not an army fan but think logically, Army is the only institute who has absolute authority.
Who you think can go against any of their decisions? Nobody.
Army should completely take over and pay taxes to Federal and provincial government. It's a win win for army and public. Just take a look at DHA, FWO and many countless examples ran by army.
They should make decisions about housing, roads, streets, water, sanitation and what not. If there is one absolute authority, I strongly think it would reduce the friction for implementing stuff instead of just yapping.
Again it's just a wild imagination so please spare some ease.
