I have Dubai "UAE" account and the dlc is not there in the store to purchase it seems to be banned or something even the game is there and finished just now just to find out I can't play the dlc, is there any fix for this?

I checked youtube and it shows you can buy at hunter vendor at plainsong but it is not there in the menu, did thedev chamge how to obtain this weapon?
