How long should I wait before I chargeback?

2 weeks ago I bought a key for Mass Effect 3 (Original Edition.) The key I got was already redeemed. Seller was extremely slow and only gave me copy/pasted boilerplate responses. I suspect the seller was also a scammer as the name in the order history changed from "SellerName" to "SellerNameDelisted," with a different profile.
After 5 days I went to support and gave them evidence of the key not working & the product not being in my inventory. I've been waiting for over a week to hear back from their "internal verification" and my support ticket isn't getting any responses when I ask for an update. I bought with PayPal so I should have decent consumer protection. Should I charge back? I just want my $20. I know they ban for chargebacks but at this point I don't care.

Struggling with unresponsive controls in Black Flag Resynced

I'm on PC and was wondering if anyone else is having this issue. The game runs wonderfully with a rock-solid 60fps on my setup, but the mechanics feel incredibly clunky and unpolished for a AAA game. I can't tell if it's an issue with the game, my controller, or me.

An example would be assassinating. I was just boarding a ship and tried to assassinate the captain from above. I landed right behind him and pressed Y when the assassinate prompt turned up, nothing. Pressed it about another 10 times while the assassination prompt was still visible, until the captain casually turned around and chunked my HP with a red attack.

Inputs seemingly being delayed is a consistent theme in my experience, with parkour being slow between holds as if the game isn't registering I'm holding up and tapping A, sprinting set to hold taking a moment to make the character run, etc. Ship combat/controls feel completely fine though.

It's been years since I've played the original but I remember it being much, much smoother and more responsive than this. If this is a skill issue, I would sincerely appreciate some advice so that I may get better and enjoy fluid gameplay.
