[Discussion] You do not need intel center 3 to start icebreaker quest.
There are 2 ways to unlock the quest to reach icebreaker:
- Is finding a post
er in Terra group areas. I found mine 2nd floor of the office building on GZ. Across from the elevator. There also appears to be a bunch spread throughout GZ
- Have intel center 3 and use the radio
