Summer refunds are disbursed tomorrow June 10th (hopefully) and I’m wondering about those who use bank mobile debit card how long before do you see it post to the card. Considering that the business day is Wednesday.
Me 25/F Him age unknown friends since high school What could I do in this situation? Need advice

Last week he asked to meet up because he said he is single and finally felt like he was free. He has 3 kids all less than 6 years of age with his ex high school sweetheart. I said sure as long as he is free but in the daytime.
The day comes for our supposed meet up but then he says he is waiting he was waiting for someone get the kids then said trying to hurry up to see me before work.
1# 🚩 He lied told me he was free but now he works
So I confronted him and said I don't want somebody to take a day off knowing their money situation is shaky and we have always just texted every so many months in between i have been cool with that.
The ignored and then finally told him I don't think he had malice intentions (it was kind of creepy because he kept saying i just wanna see you, i miss you). But I said i'm focused on college and i set boundaries i made it aware i was not interested I asked if him it seems like if i was flirtatious he said no none of that.
2# 🚩 He then confesses his feelings days later
I ignore him the whole day, then he calls at 3 am. Then he texts later in that same day saying "i hope you see this message"
3# 🚩 He hearts the message that i said i'm just focused on me and nothing else (basically disregards everything beforehand i had mentioned about having boundaries)
Days later he messages me checking up on me.
Yes I am annoyed, scared, irritated, because he won't take a hint. I am scared to message back because he seems persistent and what I could say could trigger something. If he has subtly confessed over the span of 8 years I don't know how he will respond to rejection.
Known them for 8 years he got his own kids and ex gf recently I told them over the span of those years this is simply a friendship.
Recently he confessed and basically ignored when I told him again that I am not giving off no vibes that I am interested and that I focused on college. WE ARE JUST FRIENDS.
So I have ignored him so far probably a week. he has texted me trying to get my attention and called me late late at night.
I don't understand why he can't take the hint but it's annoying and seeming creepy now.
