I've been using my mom's hand me down work computer for school for about a year and a half now with no issues and this is the thirs time in 2 days it randomly shut off and when I tried to turn it back on I got this screen. I just turn it off and wait a bit then turn it back on and it goes away. I scanned the qr code and tried to do step 1 and it just gave me that screen again.
